Richard F. Kelly is actively involved with the local San Mateo community at large, taking on selected pro bono cases, teaching, volunteering, and formerly adjudicating. He has made many local, regional and national public appearances, as a speaker or guest expert. Due to his Irish descent, he also maintains an ongoing connection with the Irish-American community, through charitable donations, social programs and other activities.
- Former San Mateo County Superior Court Commissioner: Appointed September 2004.
- Judge Pro Tempore: Municipal and Superior Courts, since 1986; hears court trials and conducts settlement conferences.
- Judicial Arbitrator: San Mateo County Superior Court, since 1990; hears civil personal injury, business and other civil matters.
- San Mateo County Bar Association: Served four appointments to the Bench and Bar Committee, promoting efficient, speedy, and fair legal procedures; has served on the fee arbitration panel since 1986; and has served on the court's Alternative Dispute Resolution Committee, which supports arbitration and mediation as an an alternative to litigation.
- Mediator: Volunteer agreed mediator in landlord-tenant disputes since 1981.
- Panel Moderator: California State Mandatory Continuing Legal Education classes.
- Community College Instructor: Hotel, Restaurant and Travel Law Instructor at Canada Community College, Redwood City, CA.
- Public Speaker: Speaking before a variety of trade groups on topics ranging from landlord-tenant law to issues relating to the hospitality industry.
- Guest Expert: Numerous appearances as a guest expert in unlawful detainer law on local, regional and national television and radio programs.
- Honored by San Francisco: Mr. Kelly was awarded a Public Certificate of Honor by the San Francisco Board of Supervisors in 1994 for outstanding service to the people of the City and County of San Francisco.
